We are thrilled to announce the appointment of Robert Sibiga as the organization’s new Senior Director of Education. A familiar and highly respected figure in both collegiate and professional officiating circles, Robert brings a career’s worth of knowledge, passion, and leadership to this important role.

As NISOA continues to grow and evolve, this appointment reflects the organization’s continued commitment to delivering top-tier education and development for college soccer referees at every level. Robert's unique perspective—shaped by years on the field as a PRO official and educator in both the collegiate and U.S. Soccer spheres—makes him the ideal person to lead the charge for our education program.

Robert has long been a driving force in referee development, known not only for his sharp understanding of the game but also for his ability to connect with officials in meaningful, practical ways. Whether it’s mentoring the next generation or leading conversations about the evolving demands of officiating, Robert is someone who brings clarity, professionalism, and heart to every interaction.

In his new position, Robert will oversee the creation and implementation of NISOA’s educational programming, with a continued focus on modern learning tools, increased consistency across training experiences, and supporting officials throughout their careers. From digital resources to in-person clinics, he’ll be working closely with national and regional leadership, assignors, and instructors to raise the bar.
